Why some states are missing

States that run their own OSHA-approved State Plan for private-sector employers are not listed. CitationPack covers federal OSHA only; State Plans have their own penalty reduction policies and procedures and their own system for review and appeal of citations.

Connecticut, Illinois, Maine, Massachusetts, New Jersey and New York run State Plans that cover only state and local government workers. Private-sector employers there are under federal OSHA, and only those federal records are counted here.
